In March of 2025, after short-term rental data analytics resource AirDNA, ranked Ellsworth as the second-best city in the U.S. to own an Airbnb or short-term rental property, the City Council asked the Community Development team to research and explore the possibility of registration for Short-term Rental Units (STRs). In December of 2025, the Code Officer participated in a Council workshop to share basic information about how and why other municipalities are providing oversight for STRs and to get further direction.

Some Concerns Around Short-term Rentals
Many contend that STRs reduce year-round housing stock and cause house prices to escalate because of their potential short-term rental income. Another concern is life and public safety around STRs as they become more prevalent in residential neighborhoods.
STR Data specific to Ellsworth
According to data from Air BNB, VRBO, and Air DNA, the number of STRs in Ellsworth has increased from estimates of 200-300 in 2016 to 700-1,000 in 2026. Data shows that average STR unit is rented for approximately 100 nights per calendar year and generates approximately $30,000 in annual income / unit for the host / owners.
Engaging the Public
To gather information and data to present to the City Council, the Community Development Team, led by the Code Enforcement Department conducted a public listening session on August 10th and in conjunction distributed a survey online and on paper for interested citizens to share their thoughts on STR impact on neighborhoods, possible registration, health & safety regulations, potential fees, and other oversight by the City. Then on September 8th, staff reported to the Council at its monthly workshop.
