The City of Ellsworth seeks a full-time Code Enforcement Officer (CEO) to enforce plumbing, electrical, life safety, and building codes (Maine Uniform Building and Energy Code – MUBEC), in addition to various other City ordinances. This self-motivated individual will conduct field inspections on commercial and residential construction projects, read building plans, and communicate effectively with the public to resolve code violations. The CEO is responsible for supervision of the Deputy CEO, inspectors and office personnel.
Candidates must have excellent customer service skills to be able to work with a diverse base of property owners, architects, engineers, contractors and the public. Preferred candidates will have knowledge and experience in building code administration and enforcement, building trades and construction, general inspection work, and/or plan review. Familiarity with computer programs including laptop/field IPad equipment is a plus. As the City Health inspector, duties include conducting health inspections of restaurants; investigating rental complaints, and investigating complaints of alleged violations of local land use laws. The CEO is required to keep a complete record of all essential transactions of the office, including applications submitted, permits granted or denied, variances granted or denied, revocation actions, revocation of permits, appeals, court actions, violations investigated, violations found and fees collected. Staffs and attends meetings of the Board of Appeals, and attends the Planning Board meetings when requested and provides information concerning cases, which are presented upon request of the Board(s) in order to assist the Boards(s) in making decisions. The CEO may also be required to attend City Council meetings.
The candidate must have Maine Code Enforcement Certification, or the ability to obtain within 12 months of hire, in legal issues, land use, internal plumbing, subsurface wastewater disposal, and building, energy, radon, and ventilation standards and Shoreland zoning. Ability to work harmoniously with contractors, workers, building owners, other municipal employees and the public. Must have a valid State of Maine Class C driver’s license, and must have and maintain a good driving record.
