City of Ellsworth Establishes the Beal Award for Creativity and Excellence in Leadership
The City of Ellsworth is proud to announce the creation of the Beal Award for Leadership in City Government, a new annual honor recognizing a city government employee who has demonstrated the highest level of public service, creativity, and commitment to the Ellsworth community.
The award is named in honor of Michelle Beal, whose decades of service and leadership set a lasting standard for public stewardship in Ellsworth.
Background on Michelle Beal
Michelle Beal began her career with the City of Ellsworth in the 1990s as a Deputy Treasurer/Tax Collector, eventually becoming the City’s Finance Director. Her early leadership skills and steady hand in times of transition led her to be appointed Interim City Manager on several occasions before ultimately being entrusted with the role full-time.
As City Manager, Beal’s tenure was defined by bold vision, prudent fiscal management, and a deep commitment to community well-being. Among her many achievements were:
- Branch Lake Conservation Project: assisted with the purchase and permanent protection of 1,177-acres of Branch Lake Shores.
- Commerce Park Development: spearheading the creation of Commerce Park, which generated millions in new tax revenue, expanded access to municipal water and sewer services, and attracted new business opportunities.
- Preservation and Community Space: saving the historic Moore School and transforming it into Ellsworth’s first and only large year-round indoor community space – a facility that continues to serve children, seniors, and students every day.
- Knowlton Park: leading the creation of the city’s largest and most popular family recreation space, for which she secured much of the funding through outside sources, sparing taxpayers significant expense.
- Fiscal Prudence: ensuring city government remained lean, efficient, and financially sound while still advancing ambitious projects.
After retiring from full-time city service in 2015, Beal became Chief Operating Officer at Rudman Winchell, one of Maine’s largest law firms. In 2022, motivated by concerns about the city’s financial oversight, she successfully ran for City Council. As Council Chair, she helped stabilize municipal operations, strengthen financial processes, and mentored a new generation of city leadership during a period of unprecedented organizational transition.
Beal also played a pivotal role in negotiating the relocation of the new $55 million Hancock County Judicial Center from the middle of a neighborhood zone to Ellsworth’s urban core, a move that not only will spur new economic/residential development opportunities but also expand public access to ATVing on the sunrise trail, and recreational trail opportunities in the Card Brook wilderness corridor.
Beyond her achievements in administration, Beal has always embodied a spirit of service rooted in love for her hometown. A proud Ellsworth High School graduate, she has served on the boards of numerous local and statewide organizations, always keeping the needs and aspirations of Ellsworth residents at the heart of her work. Known for tackling tough challenges with determination, respect, and collaboration, Beal’s legacy is one of leadership that combined vision with practical results.

Purpose The City of Ellsworth establishes this award to honor and celebrate individuals whose leadership reflects the values, vision, and dedication exemplified by longtime City Manager and City Council Chair Michelle Beal.

Legacy Statement This award commemorates former City Manager and City Council Chair Michelle Beal’s distinguished service to Ellsworth and her enduring example of leadership rooted in creativity, professionalism, and dedication. It serves both as a tribute to her legacy and a standard for future leaders who strive to make a meaningful difference in the community.
First Recipient of the Beal Award
The City is honored to announce that the inaugural Beal Award will be presented to Nate Burckhard, Deputy IT Director for the City of Ellsworth. A 11-year veteran of the organization, Burckhard has been the “glue” holding together countless aspects of city operations—whether responding to IT service requests, climbing bucket trucks to repair lights at Ellsworth High School, or driving forward every major data and process modernization effort of the past decade and a half.
In recent years, Burckhard has played a central role in advancing some of the City’s most critical projects, including the finalization of Ellsworth’s budgeting software implementation, a complete overhaul of the budgeting process, and modernization of tax billing and assessing systems. His ability to deliver under pressure has made him indispensable to the organization.
City Manager Charles Pearce noted: “During my short tenure here, I have relied on Nate on extraordinarily high-priority projects multiple times. What I value most about Nate is his sense of collective responsibility for the success of the entire organization. He is not afraid to tell me when I am wrong, and he is not afraid to step in when he sees a problem that is hurting city services, even when it falls outside his job description. That mindset—combined with his creativity, skill, and leadership—makes him a model public servant and a fitting first recipient of an award that carries Michelle Beal’s name.”
As Ellsworth looks ahead, the City is confident in Burckhard’s continued leadership and innovation in demanding best-in-class service for residents. His example reflects the same qualities that defined Michelle Beal’s tenure: courage, collaboration, and a steadfast commitment to the community.
