Subject: Meeting of the Frenchman Bay Regional Shellfish Municipal Joint Board
All,
Would my fellow members of the Frenchman Bay Regional Shellfish Municipal Joint Board (Joint Board) please plan to attend a business meeting of the Joint Board at the Sullivan Town Office on 16 July 2020 at 7:00 PM?
We have some matters to discuss and should probably address those sooner than later. As the Joint Board members are aware, I intend to step away from my involvement with the Joint Board and the Frenchman Bay Regional Shellfish Conservation Ordinance (Ordinance). I have been directly involved since we met to create the Ordinance that was enacted 10 years ago and have become very tired of certain interactions that have worsened rather than improved and so believe it best for me to step away and create room for someone else to step in.
Items for the agenda include:
1. Discussion regarding a successor chairman.
2. Discussion regarding the current status and future of the Ordinance.
3. Discussion regarding another advertisement for a second contractor to provide enforcement services for the ordinance.
4. Open discussion.
Please plan to use a face mask and observe social distancing requirements while attending the meeting. I look forward to seeing you there.
Dick Fennelly

All,
First, I’d like to thank Dick for his contribution to our program.
The entire FBRSC intends to attend this meeting.
Please add these several items to the agenda for MJB for discussion and approval.
1.)Add hours to Mike’s patrol time.
2.)Raccoon Cove
a. Close Raccoon for 2 years Beginning next July 1, 2021 – June 30 2023.
OPEN for “winter digging” only the months of December and January during this
period.
b. Further restriction on musseling in Raccoon and add Mile Long Mussel Bed, Hancock
and Old Man Young Woman (so-called), Lamoine to our mussel program.
3.) Change OPEN dates for Tink’s and Dwelley Conservation areas to June and July being
next year. Currently they are open only for the month of July this year. The plan to reopen
them going forward ONLY during the months of June and July.
4.) Instate an upper size limit of 4” for soft shell clams beginning July 1, 2021, possibly
sooner if we would like them to have the chance to spawn next spring.
Should there be a % tolerance?
5.) Establish regular meetings of The MJB to coincide with FBRSC meeting, which run
October – March unless unnecessary given lack of matters to discuss.
We would like to schedule another meeting to discuss other Ordinance matters following the next FBRSC meeting in October. See minutes sent in earlier email.
Thanks All!
Joe
