Request for Proposals (RFP): Engineering and Design Services for Merrill Lane

Overview

The City of Ellsworth is soliciting proposals from qualified engineering firms to provide design services for a new public road, Merrill Lane, including stormwater infrastructure. The project will support access to a new Hancock County Courthouse to be located on the “Wardwell Property” off High Street, as outlined in the Courthouse Collaboration Agreement between the City, the Maine Judicial Branch, and Mrs. Alice Wardwell.

Scope of Work

  • Design of Merrill Lane as a public road (minimum 66’ ROW), connecting High Street to the proposed courthouse site.
  • Stormwater planning and related environmental compliance.
  • Coordination with wetlands consultant Moyse Environmental Services (already contracted).
  • Preparation of initial road design materials suitable for submission to the Maine Judicial Branch no later than June 1, 2025 for permitting purposes.
  • Design must minimize wetland impact and remain within a 0.62-acre disturbed area.
  • Examination/Inspection of work during construction to ensure compliance with design standards.

Proposal Requirements

  • Firm qualifications and examples of similar projects.
  • Knowledge of local, state, and environmental permitting standards.
  • Total estimated hours for the work.
  • Hourly billing rates.
  • Availability of key personnel for an expedited timeline.

Selection Criteria

  • Demonstrated ability to meet deadlines and work efficiently.
  • Knowledge of Maine DOT, DEP, and City of Ellsworth regulations.
  • Experience with similar road and courthouse-related infrastructure projects.
  • Cost-effectiveness and clarity of work estimate.
