Overview

The City of Ellsworth is soliciting proposals from qualified surveying firms to provide land surveying services for the proposed Merrill Lane public roadway project. This new roadway will support access to a future Hancock County Courthouse, to be located on the “Wardwell Property” off High Street, as described in the Courthouse Collaboration Agreement between the City of Ellsworth, the Maine Judicial Branch, and Mrs. Alice Wardwell.

Scope of Work

  • Conduct a boundary and topographic survey of the proposed Merrill Lane corridor (minimum 66’ ROW).
  • Identify existing conditions, including utilities, topography, and site features relevant to road layout and stormwater planning.
  • Support coordination with Moyse Environmental Services (wetlands consultant, already contracted).
  • Provide base survey data and deliverables suitable for use in roadway design and permitting by June 1, 2025.
  • Ensure survey boundaries support minimal wetland impact within a maximum 0.62-acre disturbed area.

Proposal Requirements

  • Firm qualifications and examples of similar surveying projects.
  • Experience with local, state, and environmental permitting requirements.
  • Estimated timeline and total hours for completion.
  • Hourly billing rates and fee structure.
  • Availability of survey team to meet expedited deadlines.

Selection Criteria

  • Demonstrated ability to perform accurate and timely survey work.
  • Familiarity with Maine DOT, DEP, and City of Ellsworth standards.
  • Experience with public infrastructure or courthouse-adjacent surveying projects.
  • Clarity, cost-effectiveness, and completeness of proposal.
