OVERVIEW: Planning today for the Ellsworth of tomorrow.

Every day, City employees rely on roads, buildings, parks, sidewalks, water and wastewater systems, vehicles, technology, and public safety equipment to provide the services our community depends on. The City of Ellsworth’s Capital Improvement Plan (CIP) is our roadmap for maintaining, improving, and investing in those public assets—today and for years to come. It helps us identify future needs, prioritize projects, explore funding opportunities, and make thoughtful decisions that protect taxpayer investments while preparing for the future.

A Capital Improvement Plan is not a promise that every project will happen immediately. Instead, it is a long-range planning tool that helps City leaders evaluate priorities, coordinate projects across departments, and make informed budget decisions each year. Every proposed project is carefully reviewed based on factors such as community benefit, urgency, alignment with the City’s Comprehensive Plan, project readiness, and available funding.

By planning ahead, the City can better maintain existing infrastructure, reduce costly emergency repairs, pursue grants and outside funding whenever possible, and make responsible investments that support a safe, resilient, and thriving community. The Capital Improvement Plan is updated annually and reflects Ellsworth’s ongoing commitment to transparency, fiscal responsibility, and thoughtful stewardship of the public resources entrusted to us.

Over the coming months, City staff and the City Council will continue reviewing, refining, and prioritizing projects before funding decisions are made through the annual budget process.

    Here’s what’s coming next:

    • July: Staff finalizes the draft Capital Improvement Plan.
    • August: City Council reviews the draft during a public workshop.
    • Following Council review: The plan will be updated as needed based on Council direction.
    • Each year: The Capital Improvement Plan will be revisited and updated to reflect changing needs, completed projects, available funding, and new opportunities.
